I don't know about part 1, but part 2 -
I doubt having 'Mensa' in the name would be a good thing, if we're
aiming at a public reform movement. Look at some of the old posts in
the 'Things' thread. There are MANY people who cringe at the thought
of 'intellectual elites' 'controlling' the education system(s).
Also, the UK part might not fit, as there have been many US
participants. It's sort-of becoming a
UK.US.Fix-the-education-systems-of-both-countries group. And the
problems seem similar, so I think it should continue.
I was thinking of something with 'education' in the name, but I've
recently monitored all the misc.education.* and alt.education.* groups
and found the SPAM (disgusting stuff, IMO) level too high for my
tastes. It seems there are SPAM generators that just spew the crud
into all groups with 'education' in their names.
Any other ideas?

Not very hard but it does take time and a lot of work. There
would be considerable discussion over what the constitution of the group
was, whether adverts were allowed and what the exact title was. All this
takes time and effort which is better spent getting on with the job,
especially since Richard has found this nice empty office (sorry
newsgroup). Later on, when we've decided where we are going then would
be the time to set up a new group with a customised title.

I think not. Personally I'd prefer a non specific group which no
one particular group controlled and where all and sundary could post
freely.
