Usenet formatting standard

I don't know if this is the right place to post this but ....

I was looking at the formatting of 'in formazione...' by El Dorado
because in one of my newsreaders my response extended well beyond
the right margin.

His original message was (Gatta Matilda/2.22.00 El Dorado):
text/plain; charset="utf-8"; 8bit

My response (PhoNews/3.10.0 (Android/12):
text/plain; charset=UTF-8; format=flowed; 8bit

In my first test post (PiaoHong.usenet.client.free:2.02):
text/plain; charset=ISO-8559-1; 7bit

Andy Burns response (Thunderbird.102.8.0):
text/plain; charset=UTF-8; format=flowed; 7bit

They are all different. Is there no formatting standard for
newsreaders in both reading and writing?
