Can't receive SMS text messages with new Vectone SIM

I have just installed a new Vectone SIM on my Hauweii G3512 phone. It
works OK for voice calls in and out and I can send text messages but I
can't get it to receive texts.

I have three other Vectone SIMs all of which seem to work with no
problems receiving texts.

I have tried Vectone customer support and they just say set the
"Vectone Services" to Manual and select "In the UK" which should make
it work. It doesn't. Does anyone have any idea what might be wrong?
Apart from anything else I can' register the phone on the Vectone web
site because that requires me to be able to receive a text. I have
tried the SIM in another phone and it seems not to work there either,
is it just a duff SIM in some way?
