Roaming is expensive (particularly on prepaids). All prepaids (except
Orange) have implemented a callback service for their international roaming,
so you have to dial a long string of numbers, hangup and wait for an
automatic return call. For example, to call a number in Paris (even while
in France), on most systems, you would dial something similar to
*111*33198765432# to trigger the call. The call can easily run you £1.10 a
minute that way.
If you are visiting a country for any period of time, buying a new prepaid
card for that country makes a great deal of sense. If you need a single
number as a point of contact, get a Yac number (www.yac.com).

But unlike some countries, you won't be asked for proof of address, etc.
when you register, so you can use anyone's address. You don't need to be
on the electoral roll etc.
