Shouldn't think so Liam - part of the basic requirement for the all
ISP's I've checked (don't know them all, and wait to be corrected :-) is
that you must have a BT line to convert to ADSL.

Good luck finding something (have you thought about cable?)

well you could argue that if I charge you an extra £15.00 per month
over and above the normal ADSL charge you don' have to pay for the
telephone line. it will have in and outgoing calls barred etc.

ADSL is a service carried *only* over a (normal, analogue) BT
'telephone line', though the service, also BT's, is sold through ISPs.

You therefore need the line, for which someone must pay the rental:
this could only be you, directly or indirectly.

If you don't use it for services other than ADSL, i.e. make no
voice/fax/modem calls, you won't be charged for anything other than
line-rental, so can't reasonably regard this 'making you pay for
something you don't want/need'.
Incidentally, the rental doesn't fully cover the cost, but is
normally 'subsidised' from call-charges.

This basic situation will remain even when/if LLU happens in your
area: any other operator will have 'rented' the line from BT, and
will also need to recover the cost.
