Not necessarily. It could be that the authentication kit has gone tits up.
The word 'outage' is a generalisation.

It depends onto which part of the network you connect, in a nutshell, so
yes, an 'outage' in London might only affect users in the South West of the
country, whilst those in the north see no issues.
