On the Plusnet website, I see a phone number that's for office hours only,
but that's not convenient for me at the moment. Does anyone know of an email
address or webform that I can complete so that I can change to a different
ISP please?

You can write to us via snail mail, otherwise the only option is to call
our Customer Options Team.
Have you got a ticket reference from your account I could take a look at?
