Unable to connect to remote server?

I was informed by Pipex that I will be connected to ADSL today no later than
6.30pm. I tried to get on at 9.30pm and got a message saying "unable to
connect to remote server" Everything has been setup with the modem and seems
to be right.
Is this because I have not been switched on as it were, or have I got to do
something else.
