REQUEST FOR DISCUSSION (RFD)

This is a formal Request For Discussion (RFD) for the following changes
in the uk.* Usenet hierarchy:

remove unmoderated group uk.tech.y2k

*** ALL DISCUSSION MUST TAKE PLACE IN UK.NET.NEWS.MANAGEMENT ***

This is not a Call for Votes (CFV); you cannot vote at this time.
Further procedural details are given below.

uk.tech.y2k was created in May 1998 for "UK-centric discussion of all
aspects and possible solutions of the Year 2000 problem, especially in
relation to Computers and all electronic/electrical equipment utilizing
date related ic's.".

With the passage of time, there now remains little to discuss, and the
group receives little or no non-spam traffic. Such on-topic messages
as do appear can be comfortably handled by uk.tech.misc.

Remove newsgroup uk.tech.y2k

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase of
the process, any potential problems with the proposal should be raised
and resolved. The discussion period will continue for a minimum of 10
days, starting from when this RFD is posted to uk.net.news.announce
(i.e. until September 4th) after which a Call For Votes (CFV) may be
posted by a neutral vote taker if the discussion warrants it.
Alternatively, the proposal may proceed by the fast-track method. Please
do not attempt to vote until this happens.

This RFD attempts to comply fully with the "Guidelines for Group Creation
within the UK Hierarchy" as published regularly in uk.net.news.announce.
Please refer to this document if you have any questions about the process.

A dozen or more have expressed support for this; a Fast-Track request
was sent to Control, and acknowledged, this morning.

Some days will now elapse, which means that news:uk.tech.y2k will be
available in the not very likely event of the UNIX Gigasecond Rollover
needing any /a posteriori/ discussion; but if any threads do start they
should be cross-posted and diverted into news:uk.tech.misc.

2001-09-09 Sun - UNIX time_t 1Gs from 1970, at 01:46:40 GMT. Decimal
representations allowing only nine digits may run into difficulties.
