This is a formal Request For Discussion (RFD) for the following changes
in the uk.* Usenet hierarchy:

delete newsgroup uk.tech.tv.sky

Further procedural details are given below.

RATIONALE: uk.tech.tv.sky

It has long been custom within uk.* to check for groups that are not
being used and then to remove them. By doing this we keep the number of
dead groups down increasing the chances that someone stumbling across a
group will find it useful.

An analysis of the posts to uk.tech.tv.sky from 2017-11-01 to 2010-01-01
has shown that there were only *two* posts, one of which was a
"Dr death" prompt, and one a response.

Moreover, Sky TV us no longer a "technical" product, having become
commoditized.

It is not the intention to remove any groups that are, or people
believe will be, useful going forward. If you are a user of the group
and feel it should remain then please reply to this and join the debate
on uk.net.news.config so I know not to press ahead with this.

Charter of uk.tech.tv.sky (Not Moderated)

Uk.tech.tv.sky exists for discussion of all matters technical in
origin related to the reception of sky television transmissions
(digital or analogue) and related sky technology.

The group covers (but is not limited to) reception difficulties,
configuration and connection of set-top decoders, idtv and integration
with other domestic equipment. Comparison of different manufacturers'
equipment and services is on-topic, but the discussion of content
(i.e., programmes) is not.

Advertising

Advertising is forbidden, with no exceptions.

Crossposting

Crossposting between this group and the programme-only group
uk.media.tv.sky is forbidden.

Binaries & Formatting

Encoded binaries (e.g. pictures, word processor files, Zip files,
business cards, etc.), are *forbidden*, with the exception of
cryptographic signatures. Such material belongs on a web or ftp site,
to which a pointer may be posted.

Posts must be readable as plaintext; HTML is forbidden.

Posters are invited to read a guide on the World Wide Web at
http://www.usenet.org.uk/ukpost.html for further information on how to
configure newsreaders to post to uk.* newsgroups.

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase of
the process, any potential problems with the proposal should be raised
and resolved. The discussion period will continue for a minimum of 10
days, starting from when this RFD is posted to uk.net.news.announce
(i.e. until January 27th) after which a Call For Votes (CFV) may be
posted by a neutral vote taker if the discussion warrants it.
Alternatively, the proposal may proceed by the fast-track method. Please
do not attempt to vote until this happens.

This RFD attempts to comply fully with the "Guidelines for Group Creation
within the UK Hierarchy" as published regularly in uk.net.news.announce
and is available from http://www.usenet.org.uk/guidelines.html (the UK
