The Victorian Home sounds like BBC Wood Norton, near Evesham which is
rumoured to have a Nuclear Bunker and was the fall back studio location
to send out radio and TV broadcasts should the usual studions become
unavailable.

More than rumoured. The bunker had protruding diesel exhausts and was
disguised by having a block of classrooms built on top. But, only radio,
to the best of my knowledge

Though when I was first there, there was no building on top so very
obvious. Even so one no one would say what it was! Though the BBC took
the press around it and there were reports in many papers describing it
and its location!
