There is testcard up for a new Uk Style type channel starting in early Jan

Fame Academy Channels appear on chn 701 702 703 i think.

There are a few blank channels wihich switch anamorphically when selected chn

no ppv cos people would need to buy new boxs again
for the sim card slot and the word free means free to view
that why the names called freeview

I accept your basic point, but...

The BBC's commercial arm already charge for BBC Prime (subscription
channel available in Europe, Middle East etc) and BBC America
(subscription, similar) which they wholly own, and they are part of
the joint venture behind UKTV who broadcast UK Style, UK Horizons etc.
which are also subscription channels.

Onew thing that no-one's suggested is that any PPV system could "do a
Sky" and require subscribers to use a proprietary decoder.

They could, er, loan them to people so long as they subscribe ...
