Player A (Me) hits his ball into a conifer tree and both he and his opponent
(player B) search the tree for it and it cannot be found Player A thinks it
may have gone past and is looking further away in the rough whilst player B
continues to look in the tree and whilst doing this the ball drops out what
is the ruling, play the ball as it lies with no penalty, play the ball as it
lies with a one shot penalty or replace the ball though I don’t know how you
could do this as you are not certain where it came from?

I have no idea what the correct ruling would be but, consider this
somewhat similar situation.

About 20 years ago, with his first tee shot, a fellow player hit his
ball up into a big tree... it did not come down, he took his penalty,
and we played on.

About a year later, he hit his ball up in to that same tree. As we
walked toward the tree, a ball fell to the ground. He went and picked
it up, AND let out a whoop. Turned out it was the ball he had lost
there previously. Not having any idea what the ruling would be, he
just hit that old ball and we played on.

If you're not playing in a tournament or, for a lot of money, I think
that's the best procedure. :)

Did this happen on a busy muni, on a Sunday, with everyone hoping to
finish and avoid the rain?

Assuming that the search did not last longer than five minutes, and player B did nothing to move the ball (like shake the tree), then there's no problem with playing the ball as it lies.
