There are two messages from him awaiting moderation. I wasn't aware he
was on manual.

That is a combination of personal abuse and unnecessarily inflammatory,
both of which are enough to result in you being put on manual for a week.

As is usual, any rejected post during that time will result in the clock
being reset. For avoidance of doubt, the following will all be rejected:

* Intemperate and inflammatory language
* Personal abuse
* Complaints about unfair treatment by any member of the moderation team
* Criticism of any moderation decision

Phil didn't post for over a week, and then returned with a series of posts
all of which have been rejected due to being in breach of the charter. As I
said in my original article when I put him on manual:

For avoidance of doubt, the following will all be rejected:

* Intemperate and inflammatory language
* Personal abuse
* Complaints about unfair treatment by any member of the moderation team
* Criticism of any moderation decision

Phil is, therefore, still on manual, and will remain on manual until he
manages to go for a week without a rejection.

OK.
Just when I checked this morning he had been clear, apart from two waiting
in the queue.

You know how it works. You are placed on manual for a specified length of
time. During that time, all posts you make will need to be manually
moderated. At the end of that time, the first post you make after it will
also go for manual moderation, at which point - assuming it is approved, -
you will be reset to auto-posting.

Unfortunately, in your case, the first post you made after your time was up
was one which I felt necessary to reject. So you are, therefore, still on
manual moderation.

If Phil has things to say, can't he say then in newsgroup
<uk.net.news.moderation>, where Mark or anyone else is powerless to stop
him and he need fear no sanction?

That was a spiritual disaster for Phil when he last did that.

Sadly Jeff is still spreading his own personal judgments as if they are
truth or even factual.

And I had nothing to say about Mark in the posts concerned but about the
group as a whole.

I could forward the posts if you'd like?

The posts I am referring to were all about Mark.
Maybe you have posted there since that time,
so I will amend that to.... the last time I saw Phil post there.

Anyway it seems you are suddenly off moderation, so be grateful.
