There are public slipways in Marlow and Cookham that I know of. The one
in Marlow is right next door to the Two Brewers public house and the one
in Cookham is next door to the Ferry pub and restaraunt. I believe there
is a slipway next to Skindles Hotel in Maidenhead but I'm not sure if it
is public.

I think the Geoprojects Thames guide has public slipways marked.

I know of the Hampshire Avon and the Stour. Perhaps these are ones
already known to your friends. AFAIK, neither are navigable to powered
craft.

There's that river that goes past Beaulieu but I can't remember its name.

There is a very large public slipway at Putney which is useful if you
want to explore the tidal Thames. Last time I was there (a couple of
years ago) it was possible to park on the road at the top of the slip.
The tidal rise and fall here is quite large, and the river floods the
road on Spring tides so be careful!

There is a speed limit of 7mph down to Vauxhall bridge (a mile or so)
and then no restriction at all. And no licence required! But you must
have a name on the boat, and radio in at Woolwich for permission to
pass through the barrier.

I've seen another slipway at Milwall but not used it. And there's one
at Richmond at the end of a lane (River Lane?), which you'd find in an
A to Z.

There are plenty of places in Hampshire that you can launch, although they
are mostly harbour and estuary.

Try Chichester harbour.

Mid Thames

Hurley Farms at Hurley have good slipway, plenty of secure parking.
Aston Ferry, near Hambleden Lock, and close to Flower Pot Hotel, free public
slipway.
Opposite, off Henley to Marlow Rd, another slipway, but never seen anything
lauched here.
Hobbs at Henley, on Wargrave Rd side, popular place to launch for fee and
secure parking
Henley Councils slip, just by Wharf Lane, but have to arrange to get key.
