Polyurethane spray foam, but check it carefully before the operative does a
runner to make sure you have full coverage at the required depth, been
there, done that and had the man come all the way from North Wales to put it
right. Don't just look but go round testing with a nail driven through a
piece of ply wood to act as a depth gauge. by looking you cant tell if its
an inch thick or a tenth of an inch thick.

Sprayfoam! No contest.
Have it applied by an expert who can apply an _even_ 25mm coating,
s/he should have experience with boats. It should be 'Class 1' fire
retardant foam, expensive but worth it.
