I'm not a user of either iOS or Memory-Map but does this help?

As far as I know, the iPhone app is functionally the same as the Android
one which I use. You will, of course, need to have the appropriate
licence to view the maps but that may be included with whatever bundle
you have. In the case of phones I believe it is the device that is
licensed rather than the SD card.

If you have run out of licences then you can migrate one from an
existing device.

If you only want to use 3rd party maps, for example the Spanish IGN maps
which are free for personal use, then you could buy a separate 3rd party
licence. Don't know the current price of these but they are not too
expensive.

Ah well, perhaps I misunderstood your original post where you mentioned
an iPad. I'm not an Apple person but I do know someone who uses the app
on an iPhone. This app is in all respects the same as the one I use on
my Android phone. It also appears to be the same as the one available
for an iPad - see http://www.memory-map.co.uk/ which says it's available
in the App Store.

I see now, though, that you mention that you want to "use the maps in my
pc". The Memory Map software which is available (for free) for your PC
is a very different beast to the apps available for Android and iPhone
and, IMO, it is a fine piece of software offering many more features
than the 'app'. Not least is the ability to produce maps from any image
file and calibrate them yourself.

Of course, I have no idea where your qc3 files came from. Presumably, if
you bought them from MM then they will have been supplied with licences
for use on one or more devices. If they are from some other source -
maps that you've maybe drawn and calibrated perhaps, or ones such as the
Spanish IGN ones that I mentioned - then it's likely that you will need
to buy a '3rd party licence' from MM. This is true whether you want to
use them with the PC software or with the app for iPad/iPhone/Android.

The answer is a simple Yes and the link Phil gave shows you how to do
it - but note in particular the 4 GB limit. In practice this means
using the more complicated method of making a ROUTE around the
selected area that you're confident will use less than 4 GB and
transferring that.

The Apple iOS app is markedly inferior not only to the excellent PC
application I've used for a couple of decades and the Windows Mobile
app I'm still using on my ageing HTC Touch Pro 2.

NOTE: It has just been updated and to my dismay some of my maps on the
iPad no longer work. I have yet to set about methodically finding why.
The OS/Mem-Map combination is still disgracefully restrictive IMO. I
think it's about time digital maps of the UK became FREELY available
to us, as we taxpayers funded their development.
