The Scouts in our troop are all towards the lower end of the age range, so
we dont want it to become too complicated, but still need somethign of a
challange.
Any ideas would be greatly appreciated.

Have a good mix of Scoutcraft / Creative / Fun challenges, none of which
take very long to do. Have a mix of easy challenges and harder ones
(worth more on completion). Things can always be made more challenging
by specifying a particular Scout to do it (e.g. the youngest member of
the Patrol, the APL) Examples we've used are:
Tie as many different named knots as you can
As many press-ups in a minute as you can
Interpreting map symbol cards
Locations of local facilities marked on a map
Demonstrate how to fly a flag at half mast
Describe signs, symptoms, treatment of hypothermia
Gargle a Christmas carol
Give the height above sea level of the Scout Hut
Perform a handstand
Demonstrate passing a handaxe
Sing the National Anthem
Demonstrate distress signals
Give the grid ref of the highest point within 2km of the Scout Hut
Apply an elevation sling
Produce a menu for a weekend camp
Make a paper cup to hold a third of a pint of water
Set a map
Light a Trangia / Primus stove
Estimate the floor area of the Scout Hut
The whole Patrol to sing a camp fire song
Draw a recognisable picture of a member of the Patrol, without using
your hands
Find a news story demonstrating one of the Scout Laws
Signal a simple message in Morse / Semaphore
Write a job description for a Patrol Leader
Produce a poster advertising the Scout Troop
Do a square lashing
Give compass bearings from the hut door to {church tower, railway
bridge, flagpole, etc}
Make a cup of tea for a leader!
Demonstrate how to pack a rucsac
Build a tower out of garden canes / elastic bands
Complete a route card for a short hike
Identify leaves from 6 different trees
Build a human pyramid with the members of your Patrol
Write out the Scout Law with the pen held between your toes
Light a fire (to stay lit for a specified time)
Peel a potato to give the longest continuous piece of peel
Identify crisp flavours (blindfold)
Light a candle as high off the ground as possible
Hope that gives you some ideas.
