Hi all,

This application was originally made by Suffolk Rights Of Way Ltd which is a
company limited by guarantee. In other words it has no shareholders or
employees and is run totally by volunteers. We are running out of cash and
on Sundays we will have a car boot stall on Portman Road to raise funds. So
far we have spent 8K and now we need at least another 2K just for this
Public Inquiry.

The main issues are we remember the routes around and across the dock as
being Byways Open to All Traffic (BOATS) which stopped once Associated
British Ports took over and put up gates everywhere. These gates are
unlawful but we are faced with the Natural Environment and Rural Communities
Act 2006 which was brought in to stop 4 X 4 vehicle being used on footpaths
in the countryside.

This law requires us to have people speak at the Public Inquiry to say the
main use of the dock roads between 2001-2006 was by mechanically propelled
vehicles even though some pedestrians and cyclist also used the route. We
have to raise funds and this is the van with wheelchair trailer we will be
using at the Portman Road car boot sale each Sunday from 6am - noon.

This is the Suffolk County Council decision that recognised our claim these
routes are RoW but unfortunately they only recommended them as Restricted
Byways

If these routes are confirmed as RB's then cars and delivery vehicles can be
banned from using these routes, probably with more big yellow gates. If you
want to find out more about me just type
Peter Turtill into Facebook and look at my details which lists all my blog
sites such as this http://definitivemap.blogspot.com where the latest
newsletter can be seen.

This is one of the most important Public Inquiry's we will ever have in
Ipswich. Ask why IBC are paying for ABP property to be improved. Yes, we are
paying for a property owned by a company whose lead shareholder is Goldman
Sachs and yes it is unlawful and may even be illegal too. Remember if you
live or have a business along the dock you will need permission from ABP
before a vehicle can pick up or deliver to your premises and that includes
your own car. If you are a cab driver you may as well get a job driving
buses or cycling a rickshaw as you can be barred from the dock. You may
think ABP wouldn't do this but believe me when they took over they got rid
of all the private moorings in the New Cut and put a few people out of
business.

We need your support both at the car boot sale where you can donate stuff
for sale or sell it yourself from our stall and make a donation. We need
folks to come to the PI on December 7th at 10-30am and make yourself known
to me or John Hunt.

Join us in protecting RoW and become members of Suffolk Rights Of Way. We
need fund raisers if you fancy a challenge, a membership secretary and an
events organiser and of course many others to just run this charitable
organisation. Join now and make a difference. Be happy to achieve something
worthwhile and stay at peace with the world. Help to teach young people what
RoW are and how they belong to all of us no matter who owns the land they
cross. That would stop a few folks feeling disenfranchiised and encourage
them to realise there is hope for all. My wife and I have to use wheelchairs
but that doesn't stop us helping others and we are pensioners so come and
join us.

Kind regards,

Peter Turtill
