What are the rules related to the temporary (no more than 7 days) closure or
diversion of a Public Footpath?

Castle Cary railway station has a footpath that uses the footbridge through
the station. The path comes down a hill about 3/400 meters from the road,
across the footbridge and, as you leave the footbridge there is a kissing
gate which the path follows (the main exit is further along the platform).
During the Glastonbury Festival (they use Castle Cary as their railhead)
last year that kissing gate was taped shut and I suspect will be again this
year and the entrance to the footbridge at the base of the hill was manned
by someone who had been told not to let anyone pass without a ticket. The
alternative is to follow the road (probably 8/900 meters from the
footpath/road junction to where it emerges again beyond the station) there
is a pavement. Before the railway was built the road followed the line of
what is now the footpath - the current road was built to provide a bridge
when the railway was built.

If there was an official path closure for the duration it would need
be done by Somerset County Council. There is in fact a Temporary
Traffic Order relating to the 2010 Festival, which you can access from
here:

There is no mention of the path at Castle Cary station that I can see.
If the path is public, as it seems to be from the OS map, and is not
subject to any temporary restriction or closure, then anyone blocking
it, or your use of it, will probably be committing an offence.

Suggest you check it out with Somerset County Council:
