It depends just what you want from the tree,
If you want it with a clear trunk then get rid of all the lower growth
asap.
Why did you plant a laburnum there if you don't want it to grow
bigger? Laburnum can be a biggish tree and pruning will never keep it
to a nice shape. It looks to be planted in a shady place and it is
growing up to get at the light. Can't really see how close it is to
the hedge but it looks a bit crowded. 9 ft is nothing for a laburnum.
Move it wo where it can have room to grow to its full size, or make
the best of it. The new growth is long and whippy and it will bend
over. Cut those and you'll make matters worse.

It's supposed to bend over. Laburnums have a spreading to weeping habit,
and the ones that are more weeping tend to look nicer.
