Excuse me if I am telling you what you know, but you aren't cutting
it back every winter, are you? All blackberries fruit on their
old wood (usually the previous year's).
If that isn't the explanation, and it is grown in a reasonable
position (i.e. some sun), I would grub it up and plant another.
They grow fast enough that it isn't worth bothering with an
obvious non-doer.
