I'm trying to work out if I need a 54 or 57cm frame for a Dawes Galaxy
2008 (my local cycle shops do not have one in stock). I am about 5
foot 11 with an inside leg of 31 inches (to the floor). Does anyone
have any recommendations or know the height of the cross bar from the
ground?

I'd suggest that reach is more the issue than height, height is
easily fixed with seat-tube adjustment. Have you tried either? Does
your bike shop have a fitting jig? There's one on the web
somewhere, but I can't remember where. Essentially if you have a
long body and arms, you probably want the bigger frame.

I expect the 57 will be fine for standover, but there's more to sizing
a bike than not crushing your nads on the frame.
I would agree on this. I'm only 5 foot 7 yet I also have a 31 inch
inside leg so clearly I'm going to be much shorter in the upper body
than the OP. I would most probably need a bicycle with a relatively
shorter top tube and stem for the same saddle height. The best way is to
try a bike with similar dimensions (if not the bike in question).

As other have mentioned the reach is probably more important, but to
give an idea on height;
* 63cm frame (2004 model)
* rider height 6'4"-5"ish, inside leg 33"-33.5"ish (long body!)
* seat post extends just over 4"
* cross bar when standing flat in shoes, is close but not "dangerous" :)
