I was actually thinking it was that person rather than the mode of
transport, one accident is one thing, a second at the same place another,
but to go back and have a third is really suspect, maybe he is hoping for a
big compo payout?

Why do you imagine he is the victim? He may have been the cause, quite
likely in fact since he has crashed at the same place three times.
