Had about the same problem and just tightning one fuse fixed it!

Had exactly the same problem a while ago. Replace the relay with a big
'18' on top of it (it's in the fusebox to the right of the steeering
column).
Mine was clicking but not making contact, so didn't fire the starter
solonoid.
Dunno how much they cost as I had a couple of spare ones in my Big Box Of
Bits :-)

Is the engine actually turning over when you turn the key to the start
position? If so the problem may be the immobiliser. The transponder is in
the key itself and it is 'detected'/recognised by a coil (a black plastic
moulded ring around the base of the lock assembly. If you remove the plastic
cover around the ignition lock you can see this coil. Do you have any other
keys you can try? The transponder may have failed so you wont get the engine
to start.
Another possible fault could be air in the fuel. Look at the fuel delivery
line from the filter to the injection pump. There is a clear section, so if
you see nay bubbles in the fuel, you know you have an air leak. It should be
easy to find.
If the engine is not turning over when you turn the key, do you see the
orange light for the heater plugs illuminate and then go out after a few
seconds? If not, I'd suggest your ignition switch itself may be faulty. I
had this fault on my old T4.

It’s all start 2 month ago ones I turn the Key it’s starts at second attempt, and after all it’s gone worst…………………( Some time I have to Push my VAN by my self to start motor! Some time it’s starts with out any problems)
After turning KEY all light comes as usual and when CLICK and nothing happens.
I have opened my Starter Motor and checked it’s work just perfect, the brushes and the rest just fine!
I have checked battery and connections.

I just come from VW-CordWollis Centre. They straight saying that is “IGNITION SWITCH” £22 for new one. Fixing will cost me £150+£22+VAT…………………That is too much. How can I change my self?

The ignition switch is mounted to the steering column with shear-head bolts.
You will have to drill these out or grind the heads off the old ones with a
Dremel. You may even be able to get them to turn with a hammer and sharp
centre-punch. That is the only thing you need to do. It's not complicated,
just fiddly.
Note: Be careful with the grinder. You don't want to damage anything other
component!
And one more thing: Buy yourself a workshop manual from eBay.

Is the battery good? How old is it? It might have enough power to spin
the lights up but simply not enough to turn the motor over. Have you
tried jump cables? What happens then?
If any of these steps do not occur, for whatever reason, engine will not
turn.
You may hear click as solenoid tries to engage - may indicate jammed gear,
or burnt out starter motor main coil contacts etc.
You need to check starter switch is supplying a signal to the starter
solenoid initially, then adopt a logical sequence based on a knowledge of
the correct operating sequence, as outlined above.
