Trouble is, as usual, the petition conflates making child porn legal with approval of child porn.
I disaprove of child porn and, in most cases the people who produce the stuff should be prosecuted, but on the other hand I don't find the case for censoring the distribution and viewing of same to adult audiences convincing.
What matters is any effect on actual child molestation. I can see several potential linkages, but most of them are negative.
First off, given that the acts involved in producing the hard core stuff are illegal anyway, far more illegal than distributing it, there's no legal way that producers or distributers can maintain a copyright. So, in fact, it seems to me that censorship operates in leu of copyright, allowing said producers to make substantial profits. Without copyright or censorship they would wind up selling only the first copy. Hence there would be no children molested producing the stuff out of a profit motive.
Before the whole moral panic started all there were on the Internet were a small number of rather old "trophy" images. Only since the serious censorship effort started has the production of child-porn become an industry.
Second, if the images were more freely available police forces would have more access to them, and more of the perpetrators would probably be caught as a result.
Then there's the possible effects on the viewers.
It could be that some viewers will be de-sensitised, and be more likely to actually molest children.
But equally likely, other viewers will satisify their fantasies with the porn and will be less likely to actually molest children. Free floating fantasies are, to my mind, more dangerous than ones that have been pinned down to a detailed story or image.
We shouldn't equate peodophillia with child molestation. Not all peodophiles actually molest children, not all child molestors are peodophiles (some are just sexual opportunists).
