This is a formal Request For Discussion (RFD) for the following changes
in the uk.* Usenet hierarchy:

delete newsgroup uk.people.fathers

Newsgroup line:

RATIONALE: uk.people.fathers

The uk.* usenet hierarchy is held in high regard by News Providers
because the hierarchy is well managed. Within that management is the
opportunity and duty to remove groups which are not being used to any
extent.

According to my own news spool, which has history of this group back to
2002, there have been no on-topic postings since 2008, and nothing but a
small amount of spam since.

On 5 May 2012, I posted a boilerplate query to the group. There have been
no responses whatsoever.

This group is clearly now not being used to any extent whatsoever. It
should be removed.


CHARTER:
uk.people.fathers

Subjects for discussion

UK society, law and practice as it affects fathers and their children.
Examples could include:
Gender equality in law and practice
The term "absent parent" considered offensive
Welfare reports after separation
Sympathetic solicitors
Fathers in second marriages
Psychological research findings
Bogus ouster orders.
Items about the Child Support Agency, which is more concerned with
finance and politics than children, are to be referred to the specific
newsgroup uk.gov.agency.csa created for that purpose.
Crossposting is allowed to no more than 4 other groups with items that
may be of direct relevance to those groups.

Advertising

Not allowed, except by the convention of signatures not exceeding a
maximum of 4 lines of 72 characters. Occasional genuine personal
recommendations are acceptable, eg for solicitors known to be sympathetic
and helpful.
Binaries and HTML

Not allowed. Messages should be in plain text, with simple pointers to
coded or binary items elsewhere if applicable.
Moderated

This group will not be moderated. It is important that there is an
uncensored forum for the expression of strong feelings arising, for
instance, from the denial of contact or justice to parents. Contributors
are of course responsible for anything they post.

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase of
the process, any potential problems with the proposal should be raised
and resolved. The discussion period will continue for a minimum of 10
days, starting from when this RFD is posted to uk.net.news.announce
(i.e. until May 21st) after which a Call For Votes (CFV) may be
posted by a neutral vote taker if the discussion warrants it.
Alternatively, the proposal may proceed by the fast-track method. Please
do not attempt to vote until this happens.
