It is a housing association. The local CAB is so overwhelmed it's
almost impossible to actually get any advice. The government refer to
them as 'Guidelines' but the HA is being draconian. We had a wood
panel print high on the wall and and a short wooden freize on a window
sill for keeping the pots of some pot plants hidden. They said wood is
a fire hazard and plastic plant pots are also. No mention of the fact
they use PVC conduit and all the doors are wooden as well as a
recently installed hand rail. Plonkers. I've now had a meeting with
the official H&S officer for the HA who actually agrees with me but
says he needs 'other advice'. So apparently his job title is
meaningless. Have to wait and see. Thanks for the reply.
