Peter Cadogan, who has died aged 86, was a fervent believer in free
speech best-known as the founder of the anti-nuclear Committee of 100,
which at Easter 1963 stunned the authorities by breaking away from
CND's Aldermaston March to expose a secret "Regional Seat of
Government" near Reading.
