minus eBay fees. What is the best way forward, minimising losses to

Go to the Paypal transaction page and right at the bottom there is an
'issue refund' link. This will allow you to refund the payment without
incurring any fees.
You also need to cancel the transaction to get your ebay fees back

OK, thanks. Since this morning, I have cancelled the transaction, buyer
has confirmed, and I have issued a refund via Paypal. eBay have
confirmed cancellation of FVF, Paypal have cancelled their bit and I've
issued a second chance offer. We'll see what happens next.
