Un-barring overseas bidders?

Good evening folks,
this is a bit of an oddity. I'm not a frequent seller, so possibly my fault.
A few days ago I put up two similar but not identical widgets.
High bidder on one is from Singapore. He is also interested in the other but
says he is unable to make a bid as I have barred overseas bidders.
I have not knowingly done this. Have looked at the sale page and my account
settings. Can see no reference to barring overseas bidding.
Any thoughts or help please.

I had the same problem a month or two back. The answer, as given by
Niel, was to place the bidder in question into an exception list,
which allows their bids to override any restrictions.
A bit more controllable than the alternative.
