Sold a phone for £250 on Monday. 24 hours leter the purchaser asked me
to cancel the order. No explanation or apology.
I've just sent him a second invoice to see what he does.
I'm not in a rush for the cash and am prepared to let it run until I
can report non payment.
At the very least I'm entitled to an explanation but what would you
do?

I'm quite relaxed about it but I don't mind if he sweats a bit. I've
heard nothing else from him.

There is no such thing as "non payment Strike" on E bay now.

Buyer is under no obligation to pay you and within their right to change
their mind.

You are just wasting your time

If you insist and some how make them pay, they will damage your phone
and return it plus leave you negative feedback.

Thank you. I have no intention of trying to force him to complete the
purchase.
The withdrawal of the 'non payment strike' had passed me by.
