Buy them from a proper retailer and shun Ebay.
The idea is the kite mark and CE marks show they have met the required
standard, but these aren't too difficult to fake either. If it's too good to
be true it normally is, and as well as scamming people, not paying tax it
now looks like ebayers want to put people at increased risk of sexually
transmitted disease and unwanted pregnancies. What a wonderful world we live
in.

I'd personally assume the worst, it's the best way to keep safe. Any doubt -
it isn't much money to lose to use them as water baloons, bin filler,
decorative pieces aound the house etc.
