Help with item claim

Hi, i have purchased a 'new item' from a user who is in Hong Kong on the
17 nov which did not turn up, so i tried the resolution center in ebay (
which emails were sent but no communication back) then onto paypal as
item not received claim.

Last week i had a warning email from ebay about the seller and they are
no longer listed as a member of ebay.

So today the item turns up and is Not new (packet has been opened) and
other part not working correctly.

Paypal claim is being reviewed by them but i cannot find a way to tell
them that the item has finally turned up but is faulty and not new
condition.

Any help with this matter would be great.

Go to the resolution centre page for the claim and there should be a
link to change the manner of the claim. You might be better off not
doing so because I'm guessing you should get your money back as the
claim was lodged before the seller was kicked off.

Don't bother. If he's NARU they'll refund if he has funds.
