I'm guessing you're a new or infrequent seller? Putting a freeze on funds
is common for new sellers, means you can't make fraudulent listings and take
the money and run. It also protects against hacked buyer accounts that
suddenly turn into prolific sellers.

This is escrow - you don't get the money until the buyer is happy.
They should release the money unless you're doing something dodgy, or unless the
buyer is playing games. However there wouldn't be much benefit of doing
that for the buyer. It isn't a super high value item, so I doubt they're
going to scam you for 30 quid. Used tracked shipping so you have proof the
thing arrived if there's ever a dispute.
TL;DR: it's normal, just go through with the transaction and the money will
turn up eventually.
