Another scam is to charge £0.99p for product "Instructions" to get into the
'lowest price' or 'lowest price+p&p' categories :-

The rate is set by eBay, not the seller, and the money goes to eBay.

A quick Google has now made me realise that it pays to shop around. You can
buy this stuff direct from Bulgaria Food, who charge £1.98p for p&p or via
Amazon at £2.79p P&P. Caveat Emptor and all that ..

It's the eBay system for encouraging sales to overseas buyers, I can't
remember what they call it, but it sometimes sets rates that are
disproportionate to the value or the weight of an item. Sellers don't
have to use it, although it is the default setting, and can set their
own rates.
I once complained to a US vendor that the postage was disproportionate
to the value and weight of the item I was interested in buying, that
would only sell to the UK, but he didn't want to do anything about it
so he didn't sell it.
