eBay limits

I have just started using eBay again after a break to sell my prints and
have had limits placed on my account which ARE steadily being increased each
month, but started low.

It got me thinking.

How come anyone is limited by number and value of transaction when anyone
new to eBay can advertise their motorbike or car for, say, £5000 as a new
user?

Or maybe they can't?

Incidentally, I have 100% positive Feedback, but that's not really the
issue.

The main purpose is to stop the kind of scammer who starts an account, gets
a few feedback as a buyer then lists a load of multiple item listings for
very cheap items such as new laptops for £200 to bring in a load of ill
gotten money over a short period of time, empty their Paypal acount and do a
moonlight flit.

However as usual with Ebay it's not thought out properly and far too
draconian because they ultimately can't be bothered to police the site
themselves.

My limits (even for selling items that cost less than a fiver each) are
effective enough, in that when I hit my limit in the first month I could not
list any more.
