If you have a problem with another sellers Paypal account, the moment you
file it, do Paypal freeze the other persons account until it is resolved?

This is in reference to an earlier post of mine. Ive reported a seller to
paypal for refusing to supply an item 2 weeks after paying. Im pretty sure
they will do a chargeback as he still hasnt responded to either them, myself
or Ebay, but I was worried he might have emptied his paypal account, making
it impossible for them to get it back.

If he is a big user then you should be ok, but im guessing he is not,

You will be very lucky to get a Paypal refund.
He doesnt seem to be the type to keep money hanging around in his account,
and that is the only way Paypal can get the money from him - by taking it
from cleared funds left in his account.
Small Claims Court is the way to go for this if he doesnt refund or
deliver the goods.

Not quite the same thing, but I've had 2 sales where paypal investigated the
possibility of a fraudulent account being used for the payment. Each time
paypal put a temporary hold on the amount paid at the time of notifying me
and I couldn't touch it. After the first investigation the money was
returned to the 'rightful owner' after the second the money was put back in
my account.

No thats too expensive, Ill just use the Ebay standard protection cover if I
have to, its only £15. Besides I dont think it will come to that, the Credit
Card company that I used to pay with have said its fraud so if paypal cant
get it back, they will do the chargeback themselves so I will get my money
back eventually :)
