Posted a 300g parcel to Germany last week using signed international small
packet (Royal Mail). Tracking number reveals that an attempt has been made
at delivery but the buyer has not received a note from the carrier. He is
asking me which carrier he needs to visit to collect the parcel.

Would RM normally use Deutsche Post for the German part of the delivery?

Why not phone Royal Mail and ask them?

The buyer just told me that he phoned DHL who have the parcel.

Do Royal Mail routinely use DHL for deliveries in Germany?

Aren't DHL owned by Deutsche Post (or a substantial shareholding)?

I believe, though I could be wrong, that RM team up with the national
carrier in overseas delivery areas. In Ireland, they usually hand over
to An Post, the national Post Office here. Otoh, Parcelforce, while
often handing over to An Post, will sometimes sub it out to a private
courier company.
