The online tracking records the package as having been delivered weeks ago,
but the buyer subsequently contacted me to say that he had not received it.
My post office in Japan obtained a copy of Parcel Force's "proof of
delivery", and it stated that the item had been signed for by something that
looked like a company name and signed for by someone quite different from
the intended recipient.
I checked with the buyer and he told me that he was the sole occupant of the
address to which the package was to be delivered, which was a private
address with its own front door from the street. The name and signature on
the "proof of delivery" form meant nothing to him.
He checked in his local phone directory and turned up an electrical company
a couple of miles from his home with the same business name, but they could
not help. They had no one working there of the same name as the person named
as having signed for the package on the Parcel Force "proof of delivery"
form.
EMS initiated an inquiry, and the result came back that if the package was
sent to a multiple residence or corporate address it could be signed for by
the receptionist, concierge or other responsible person. This has no bearing
on the case, since the package was addressed to a private home.
I asked for a further check to be made, and this time the response from
Parcel Force is simply that the package has been delivered. They don't seem
unduly bothered by the fact that it was apparently delivered to a totally
different address from the one I gave!
My question is, does anyone have experience of dealing with Parcel Force, or
any suggestions as to what my next step should be? EMS have told me I can
phone Parcel Force and get them to send me a claim form, but will that do
any good, since they are claiming the package has been delivered?
I posted this to alt.marketing.online.ebay a few days ago. Since then, I
have tried phoning the number given to me by the Japanese handler. It's
supposed to be the number for Parcel Force customer service, but either the
number's wrong or it's someone's idea of a practical joke; I ended up
talking to Leeds magistrate court, which has a totally different number, and
other times the line just went dead.
The number I've got (for Parcel Force customer service) is 0113 205 3740.
Can anyone confirm or correct that?

According to their web site (worth you taking a look there, I'd have
thought, in case there's more useful stuff) their international
customer service line is +441915127003.
Parcel Force are, I'm afraid, a shower of shit, so you'll need
patience and a lot of luck to deal with them. :o(
If the above number doesn't help, it would probably be worth finding
out which is the local depot involved, and calling there. They may
have more of a clue about where the package was actually delivered.

The only hint as to which depot it may be is the number "O22630" entered
under "Name of [UK] post office" by the Japanese handler's tracking service.
So far, no one has been able to tell me what this number means.

What was the town to which the parcel should have been / was
delivered? If it's a big enough town, it will have its own depot. If
it's smaller, we may be able to guess the nearest city depot that
would have been used.

Cancel that... I've found you can do it yourself on the web site. Put
in the postcode you sent to, and it will return the depot. I've
checked that this works with my own postcode, so it should be okay.

OK, thanks. I'll check it out (it's a London address, so should be fairly
straightforward). In the meantime, I've been trying to contact Parcel Force.
None of the numbers worked! In the end, I got through to Royal Mail, and
they gave me the number 08708 501 150. I listened to various recorded
messages, pressed various option buttons and then finally it rang. On the
first ring a voice said "Thank you", and hung up! Seriously.
Anyway, listening to the various recorded messages it's clear that Parcel
Force is only concerned with claims on items sent *from* the UK. I think I'm
going to have to go back to the Japanese handler and make a claim with them.
It's not going to be easy, since Parcel Force are insisting that the package
has been delivered, but I think that's the way to go.

aware, and it would be upto THEM to contact THEIR UK agent.

I think, here on planet Japan, EMS is basically part of the Japanese Post

Yes. That's what Parcel Force have told me. An EMS representative here in
Japan sent me on a wild goose chase by suggesting otherwise. I talked to
someone different yesterday, and she consulted with her boss and phoned
back, so I think her information is more authoritative.
What she's saying is that the intended recipient should go to the post
office in the UK and fill in a declaration form (claiming that the package
has not been delivered). If Parcel Force accept his declaration they will
then work with the Japanese handler to provide compensation. However, she
pretty much assumed that, since they are insisting they have delivered the
package, they will not accept his declaration.
In that case, he then has to fax me, stating that Parcel Force have not
accepted his declaration of non-receipt (if possible, backing that up with
something in print from Parcel Force themselves). I take his fax to the post
office here and they then set about providing compensation and (presumably)
chalking up a black mark against Parcel Force's name.
She as good as admitted that they were having a lot of complaints from
Parcel Force and even went so far as to suggest alternative services (i.e.,
contracting with Japanese handlers which are basically in competition with
the Post Office EMS service).
