How to found a newsgroup of a topic of one's own

In Arcor there are many newsgroups, but I'm at a loss to find out how to
establish a new newsgroup. I did go through all buttons presented, but
nowhere I can find a menue for establishing a new group. What can I do?

Furthermore, when trying to contact ARCOR I get but "prefabricated" robot
answers, if any, that do lead nowhere.
