REQUEST FOR DISCUSSION (RFD)
This is a formal Request For Discussion (RFD) for the following changes
in the uk.* Usenet hierarchy:
remove unmoderated newsgroup uk.net.regulation
Newsgroup line:

This is not a Call for Votes (CFV); you cannot vote at this time.
Further procedural details are given below.
RATIONALE: uk.net.regulation
The group uk.net.regulation was formed in September 2001 to discuss the
regulatory framework in which the Internet operates within the UK. Despite
the events of a few days later and their effects on that framework, the
group has not served this end well, if at all.
Google Groups shows a total of 56 threads posted to the group. My analysis
of these is:
On topic: 30
Off topic: 8
Trolls/flamewars: 14
Creation: 2
Dr Death: 1
Due to the way Google counts them, the 30 threads actually cover rather
less than that in the way of topics; I reckon there were actually only 20
separate discussions.
According to <http://www.cam.ac.uk/cs/newsserver/hierarchy-stats/uk/>,
there were the following numbers of postings in 2003:
January 2
February 28
March 3
April 2
May 7
June 1
July 7
August none
September 3
October 1
November none
December none
Google only has 4 of these 54 postings, and only one of those is - in my
opinion - on-topic.
My own archive only goes back to 1st October; it contains 6 messages, of
which 4 are spam, 1 is part of a troll war, and 1 I can't classify (though
Google doesn't have it, suggesting others think it is spam).
It's dead. Let's bury the corpse.
PRESENT CHARTER: uk.net.regulation
This newsgroup is for discussing the regulatory framework in which
the Internet operates within the UK, and the roles of ISPs, statutory
authorities and other organisations in maintaining and enforcing that
framework.
Advertising
Advertising is forbidden.
Once off pointers to material relating to the regulation of the
Internet in the UK are allowed.
Binaries & Formatting
Encoded binaries (e.g. pictures, compressed files, etc.) are
forbidden. Such material belongs on a web or FTP site to which a
pointer may be posted. Cryptographic signatures (e.g. PGP) may be used
where authentication is important and should be as short as possible.
Posts must be readable as plain text. HTML, RTF and similarly
formatted messages are prohibited. To see how to make some common

Warning
Anyone posting contrary to this charter may be reported to their
"postmaster" and/or Service Provider.

PROPOSAL
That uk.net.regulation be rmgrouped
PROCEDURE:
This is a request for discussion, not a call for votes. In this phase of
the process, any potential problems with the proposal should be raised
and resolved. The discussion period will continue for a minimum of 10
days, starting from when this RFD is posted to uk.net.news.announce
(i.e. until February 15th) after which a Call For Votes (CFV) may be
posted by a neutral vote taker if the discussion warrants it.
Alternatively, the proposal may proceed by the fast-track method. Please
do not attempt to vote until this happens.
This RFD attempts to comply fully with the "Guidelines for Group Creation
within the UK Hierarchy" as published regularly in uk.net.news.announce.

Can you see it yet? Posts have been made to that group only from Molly
(Pipex), kat (NTL) and at least one from Demon saying that they are on
those servers (as well as news.individual.net, where I'm reading it).
If you aren't seeing those, there is something wrong with your server.
Is anyone else not seeing anything in the group? Replies saying which
server is not seeing them would be useful.
(Note followups to only unr, if posting there fails override the
followups since that will be useful information as well.)

Actually, though I have my ADSL from Pipex, I read and post through NIN
wherever possible.
