This is a formal Request For Discussion (RFD) for the following changes
in the uk.* Usenet hierarchy:

RATIONALE: remove uk.net.regulation
The uk.* usenet hierarchy is held in high regard by News Providers because
the hierarchy is well managed. Within that management is the opportunity
and duty to remove groups which are not being used to any extent.
According to http://www.cam.ac.uk/cs/newsserver/hierarchy-stats/uk/
in the 12 months to the end of February 2005 there were 127 posts to
uk.net.regulation, but in the last 10 months there have been only 43
posts. These break down as follows:

Surges in articles seem to have been off-topic spam. In my own news feed
the entire posting hstory is off-topic advertising. This group is clearly
now not being used to any extent whatsoever. It should be removed.
PROPOSAL:
That the newsgroup uk.net.regulation be rmgrouped.
CHARTER: uk.net.regulation
This newsgroup is for discussing the regulatory framework in which the
Internet operates within the UK, and the roles of ISPs, statutory
authorities and other organisations in maintaining and enforcing that
framework.
Advertising
Advertising is forbidden.
Once off pointers to material relating to the regulation of the Internet
in the UK are allowed.
Binaries & Formatting
Encoded binaries (e.g. pictures, compressed files, etc.) are forbidden.
Such material belongs on a web or FTP site to which a pointer may be
posted. Cryptographic signatures (e.g. PGP) may be used where
authentication is important and should be as short as possible.
Posts must be readable as plain text. HTML, RTF and similarly formatted

PROCEDURE:
This is a request for discussion, not a call for votes. In this phase of
the process, any potential problems with the proposal should be raised
and resolved. The discussion period will continue for a minimum of 10
days, starting from when this RFD is posted to uk.net.news.announce
(i.e. until March 28th) after which a Call For Votes (CFV) may be
posted by a neutral vote taker if the discussion warrants it.
Alternatively, the proposal may proceed by the fast-track method. Please
do not attempt to vote until this happens.
