It appears that this server had a problem caused by it being rebooted, and then
coming back up with a completely wrong clock (about 2 months wrong), and
although the clock was quickly fixed by ntpdate it was wrong for long enough
for the remote queue retry logic to get its knickers in a bit of a twist.
We're currently reviewing the code to avoid this problem (it should be pretty
simple).
