Gradwell handles mail for
usenet.org.uk, which is the central distribution
system for all messages to moderated groups in uk.*. The headers are added
as the messages enter the Gradwell system and thus already exist when they
are passed on to the moderation systems.
(Technically, it's possible to bypass
usenet.org.uk, and thus Gradwell, and
post directly to a moderated group via the underlying submission address
rather than the public forwarding address, but in practice very few people
do).
