REQUEST FOR DISCUSSION (RFD)
This is a formal Request For Discussion (RFD) for the following changes
in the uk.* Usenet hierarchy:
remove newsgroup uk.net.jips

This is not a Call for Votes (CFV); you cannot vote at this time.
Further procedural details are given below.
RATIONALE: remove uk.net.jips
uk.net.jips was originally setup as a mail<>news gateway from the
JANET-IP discussion list as the JANET IP service was developed almost
a decade ago. Since then various attempts have been made to use the
newsgroup to hold discusions about the JANET network, but nothing
substantial has been posted about the JANET IP service for many years.
For a couple of years host-counts were posted showing the number of IP
addresses registered to UK networks, but that stopped over 2 years
ago.
In the past 6 months someone suggested that it would be a good place
to discuss projects that involved the JANET network, but this was not
followed up.
Since then (at the time of writing this RFD) there has not been a
single posting on the group that was either on topic or even from an
ac.uk address
Hence, I think that it is time the group was removed.

PROCEDURE:
This is a request for discussion, not a call for votes. In this phase of
the process, any potential problems with the proposal should be raised
and resolved. The discussion period will continue for a minimum of 10
days, starting from when this RFD is posted to uk.net.news.announce
(i.e. until November 8th) after which a Call For Votes (CFV) may be
posted by a neutral vote taker if the discussion warrants it.
Alternatively, the proposal may proceed by the fast-track method. Please
do not attempt to vote until this happens.
This RFD attempts to comply fully with the "Guidelines for Group Creation
within the UK Hierarchy" as published regularly in uk.net.news.announce.

actually I think this should by uk.net.news.config,
anyhow, it has been a week since the RFD was posted and there has been
no comment. Does anyone think this is a bad idea?
