In Australia, when the single was released (and became a hit) around 3
years, the song was credited to "Josh Abrahams and Amiel Daemion". For the
European release, the credit has been changed to Puretone, but the act is
still made up by Josh and Amiel.
The woman singing in the video (not the driver) is Amiel Daemion. She did
release a solo single sometime back in 1999/2000 called "The Chase". If that
was released in the UK (which I doubt) then that may give one explanation
for you seeing her before.
As for the driver, I agree, she does look familiar, but I'm not sure who she
is, either. You may want to post your question in aus.music. It may be
likely that she may be an ex-soap star, so if you want to, crosspost into
aus.tv as well. However, be sure you to mention that you only did so because
you suspect this to be the case.
Incidentally, the video seems to be set near Kyneton, a town around 1.5
hours out of Melbourne (or 40 minutes from where I live). I can understand
why they chose that area to film -- it's very beautiful... besides, there
are a lot of straight roads there as well. ;)

1. The 'other girls' name is Megan Dorman. Brilliant actress from the
now defunct Australian (ABC) drama 'Head Start'.
2. The video was shot just south of the You Yangs on the very same
roads as the first Mad Max film. Little River Road, Werribee.

music video. The town in the video is Lancefield (not sure on the
spelling) but the bus was hired from neraby Kyneton.
