Lyrics Req: When All Men Sing

A friend of mine does a wonderful version of a song called (I think) "When
All Men Sing."
He is writing the lyrics out for me but in the meantime I wonder if anyone
else has the lyrics or might be able to fill me in its' history.

I.E. Who wrote it and when. Any recordings?

Words by Ian Scowcroft and set to tune by Derek Gifford.

Derek has a has a CD which has the same title I think (my copy is with my
girlfriend at the moment). It has also been recorded by Johnny Collins on
his CD "Peddler of Songs".

There may be other recordings that I don't know about but here are the words
as I understand them:-
