I found by accident a BBC4 TV show called "Guitar Heroes at the BBC",
there were some interesting songs. But what idiot though it would look
good to take all old 4x3 footage, cut top and bottom off, to create
faked 16x9, and made the picture quality look REALLY bad.

Why can't you just leave 4x3 image in a 16x9 box instead like BBC2's
"Sounds of the 70's" is doing at the moment.

And there was me, who found an episode of the same show
last night after Eurovision, thinking what a nice change it was
to see Leo Kottke on proper television rather than purely on
YouTube, wondering why Bonnie Raitt doesn't get rather more
radio play, and not noticing the fake aspect ratio at all, despite
it being on a larger screen.

Is this by any chance the same cropping technique that the Two
Ronnies used in their retrospectives? I found it a good solution to
broadcasting 4:3 originals on a 16:9 screen. And is the muddy
grainy quality you complain of (do you watch up-close on a VDU
of some kind, or a large full-wall-sized screen that involved not
only moving to a bungalow but also getting the place re-roofed
prior to its delivery and installation?

Or is it possible this was mainly a problem for older footage
shot in fewer lines-per-screen?

Can't say I noticed, but I shall be looking out for it from now on
seeing as I think the EPG said the one I saw last night was
number 3/7 or maybe number 3/8.

I dunno, he does seem to have found a newer and hipper outlet for
his views though....
