No, the 9pm to 4 am is what it _used_ to be (not sure when it changed) -
I got that information from the Radio Times (which now does not show
FreeView 59 among ITV3's +1 channels at all, only Sky/FreeSat/Virgin).
If you look at the EPG (for Channel 59), it shows a programme called
"This is ITV3 +1" for the times it is not broadcasting, which is the
sort of thing all such channels show: this is the very boring programme
consisting of just the above info card. (Very low bandwidth too - if you
switch to them, it takes tens of seconds for the card to appear.)
